Perhaps I am reading these charts wrong but are you really telling me that the Republican Party of Michigan spent money on both Democrats and Republicans and the same thing for the DCCC?

No, the Republican Party of Michigan spent money only supporting Republicans (and opposing Democrats). The charts show that 58 percent of that money was spent in races where Democrats won: the 15th and the 9th. Forty-two percent of the money spent by the group went to races where Republicans won: the 1st, 3rd and 7th. You can see a breakdown of the Republican Party of Michigan's spending here: http://reporting.sunlightfoundation.com/independent-expenditures/committee/republican-party-of-michigan and of the DCCC's spending here: http://reporting.sunlightfoundation.com/independent-expenditures/committee/democratic-congressional-campaign-cmte

I couldn't get a true sense of the amounts spent based on the these pie charts, so I scaled them according to total. It's not perfect, but it does give a sense of the amount of money spent and the implied ROI. http://datajamming.com/post/1489863084/outside-spending-roi
